Description The Public Health Nurse provides public health nursing services to individuals, families, and population groups. Nursing actions are directed towards the goal of prevention, assessment, risk reduction and health status improvement for individuals, families, and communities. Nursing activities include, but are not limited to, systematic analysis of health data, care plan development, health education and advocacy, coalition building and collaborating with community partners to promote the health of the population. Public Health Nurses often collaborate and consult with multidisciplinary teams to achieve desirable outcomes for families and communities. Public Health nursing interventions occur at individual, family, community, and system levels depending upon the responsibilities of the position and issues involved.
Examples of Duties Under general supervision and/or part of various workgroups and teams, the Public Health Nurse performs the following essential functions within the framework of Boone County Health Department's provision of the core functions and essential services of public health:
- Obtains and completes appropriate patient "consent for care" forms, ensures patient confidentiality through HIPPA regulations and maintains orderly medical records. Follows established Public Health Medical records policies and procedures as well as state and federal laws that govern the release of health information.
- Follows established CDC guidelines for the administration of adult and childhood vaccines, including influenza vaccination. Maintains knowledge of vaccine schedules (including catch-up schedule), precautions, contraindications, and side effects of vaccination.
- Provides appropriate patient education for all vaccines administered.
- Maintains compliance of Vaccine for Children (VFC) Management Plan.
- Orders and manages inventory for Vaccine for Children (VFC) and Private Purchase Vaccine.
- Provides education to individuals, families and community groups that are adapted to their unique needs, lifestyle, culture, and socio-economic situations.
- Uses public health surveillance/disease investigations methods for case finding of communicable and infectious diseases that threaten the health of the community.
- Actively participates in and acts as a liaison with other community agencies and professionals in collaborative efforts to address community health priorities.
- Participates in department and community emergency response training and drills consistent with job classification in support of public health emergency and disaster preparedness.
- Maintains surveillance for potential communicable health threats from persons travelling abroad.
- TB case management including: PPD placement and reading, patient education, LTBI medication therapy and assessment, active TB monitoring with direct observation therapy (DOT), contact investigation, maintain reporting of all TB cases according to the communicable disease reporting rule 410 IAC 1-2.5-48 and 410 IAC 1-2.5-73.
- Provides free and confidential Sexually Transmitted Disease (STD) testing, treatment, investigation, contact tracing, record keeping & reporting in compliance with the Indiana Communicable disease reporting rule.
- Lead case management including but not limited to follow-up on elevated blood lead levels, capillary blood testing, patient education and communication with environmentalist if inspection is needed.
- Provide maternal/child health education to mothers and families including but not limited to, safe sleep education, breastfeeding, immunizations & weight checks.
- Works in collaboration with food specialist to prevent, minimize and contain adverse health events and conditions resulting from foodborne illness.
- Represents the department on various advisory committees throughout the county, determining community needs and assisting with goal implementation.
- During a public health emergency, may be required to report for specialized assigned duties or perform emergency response roles, inside or outside Boone County.
- Performs head lice checks and patient education when appropriate
- Acts as school nurse liaison which includes maintaining contact list and organization of scheduled meetings
- Assist with Hand Sanitizer Loan Program
- Keeps up to date, current public health information on Boone County website
- Performs pregnancy tests and appropriate referrals
- Performs Blood Pressure Checks and appropriate referrals
- Triage community calls
- Provide off-site school immunization clinics
- Provide on-site/off-site influenza clinics throughout community
- Orders and maintains program supplies
- Courtesy injections for patients
- Attends conferences/trainings/webcasts to keep up to date on current public health issues
Typical Qualifications - Accredited College Nursing Degree
- Current Indiana Nursing License
- CPR certified
- Completion of NIMS trainings as indicated by designation of role & responsibility in public health emergency response.
- TB certified
- Certified in HIV/STD Counseling
- AED training
- Demonstrates ability to implement program policies
- Trained in Narcan administration
- Demonstrates phlebotomy skills
- Demonstrates flexibility to handle a variety of responsibilities and adapts well to change
- Demonstrates ability to communicate effectively with co-workers and the public
- International Board Certified Lactation Consultant/Board Eligible

- Demonstrates communication skills (oral and written)
- Work is completed in compliance with state statutes and local ordinances
- Adheres to the Center for Disease and Prevention (CDC) recommended guidelines for up to date immunization schedule
- Complies with Indiana State Department of Health (ISDH) immunization program and policies
- Meets all deadlines established by state statute, local ordinances and administrator
- Complies with Indiana Communicable Disease Reporting Rule and Indiana Code in conducting case investigations of potential communicable diseases
- Meets customer service standards
- Ensures all correspondence and forms follow County guidelines and are accurate and free from error
